MHCV Team Update


Hi valued carers, 

Welcome to the July voicemail! We hope you're all travelling well now that we’ve crossed over the halfway mark. As we mentioned in our last newsletter, EOFY contract reporting time has hit us, and we're in the process of making a new workplan. We’re looking forward to new workplan that aligns with the needs of mental health carers and Carers ACT.


In addition to our work on the new workplan, MHCV have been actively participating in activities related to the inquiry into unpaid carer recognition. The inquiry is an important opportunity for carers to share their experiences and help change federal legislation so we’re encouraging all carer to put in their own submission. As part of the Carers ACT submission, we’ve attended several Carers ACT groups over the last month, including the Carer Collective. It's been incredibly valuable to talk to carers and get your views firsthand. These connections are what make our jobs worthwhile.


Alongside all this, we’ve been busy delivering MHJHADS orientation training to new staff, and attending the Canberra DeepEnd General Practice, Australian Medical Association reform workshop, These events have provided us with a great opportunity to network and share our ideas with other professionals in the field. We’ve also begun work on our upcoming strategic plan. We believe that our strategic plan will be the foundation of our advocacy over the next few years, and we're excited to share it with you once it's complete. We'll keep you updated on our progress as we move forward.

    Make a submission into the Federal inquiry into the carer recognition!

    Last month our voicemail flagged the federal inquiry currently underway into the recognition of unpaid carers. Carers ACT has since launched some helpful resources to support carers to participate:

    Step by step submission how to guide

    Personal submissions from carers direct to government will be the most powerful way to participate in the inquiry. Submissions are just a letter from you outlining how you think the government can make improvements. Carers ACT has created a step-by-step guide to ensure carers know exactly what to expect when lodging a submission via the parliament website. Submissions close August 11th, 2023.

    Submission letter template

    Writing submission letters is not something most of us do every day, so Carers ACT has created a template to help carers get started. The template is a guide only and includes a basic structure and some examples. There are lots of different ways to write a submission letter though, so as long as you include your recommendations for change, you can write in whatever way suits you!

    New Head to Health service for Canberra

    Funding has been allocated to establish a new, free Head to Health adult mental health service in Canberra. This service will complement the existing Canberra Head to Health Centre and be co-designed with the local community. The Australian Government will provide $3.5 million over four years to the Capital Health Network (ACT Primary Health Network) to commission this new service. MHCV is pleased to be collaborating on the work underway for this project as part of continuing role in the Head to Health Steering Committee.

    National Mental Health Consumer and Carer Forum Update

    The National Mental Health Consumer and Carer Forum (NMHCCF) has been working in partnership with the national Primary Health Network Mental Health Lived Experience Engagement Network (MHLEEN) on a series of projects centred around Lived Experience Leadership. These include:

    • A Lived Experience Digital Library: a central repository of mental health consumer and carer leadership-related knowledge and initiatives. It strives to focus on work by those with lived experience but also includes work generated by non-government organisations and academic and clinical and/or biomedical documents to shed light on the role of systems and their readiness to recognise and provide support for those with lived experience to become leaders of change.
    • Lived Experience Governance Framework and Toolkit: created to guide identified priority organisations and jurisdictions when engaging with people with lived experience.
    • Lived Experience Training Scoping Paper: proposes a model of what is required for progressive, viable and sustainable lived experience (peer) workforces to develop and thrive in Australia. Recommendations in the scoping paper are aligned with the proposed model to support advocacy and actions that need to be taken to ensure the unique value and transformative impact of lived experience is realised.

    Psychosocial Project Group Update

    Under the National Mental Health and Suicide Prevention Agreement, states and territories have committed to undertaking further analysis of psychosocial supports outside of the NDIS. The Psychosocial Project Group (Project Group) has been established as a time limited group to progress this analysis. The outcome of this work will be used to inform future arrangements for provision of these supports. Here are some key updates:

    • The Project Group have conducted six meetings (15 September, 25 November and 9 December in 2022, and 10 February, 17 May and 4 July in 2023) to progress the analysis of psychosocial supports outside of the NDIS.
    • The Commonwealth, on behalf of the Project Group, undertook a procurement process for suppliers with specialist technical skills to undertake the analysis.
    • Health Policy Analysis Pty Ltd (HPA) has been selected as the primary supplier to lead the analysis, with assistance from the University of Queensland on aspects relating to the National Mental Health Service Planning Framework.
    • HPA will conduct interviews and workshops to ensure that key stakeholders are involved as the analysis progresses. The consultation plan will be finalised and released in August 2023 with interviews commencing shortly thereafter.
    • Deb Hamilton has joined the group as a Lived Experience Representative. Deb is a member of the National Register associated with the National Mental Health Consumer and Carer Forum and has extensive knowledge of the NDIS having been actively involved in improving the NDIS psychosocial pathway.
    • The Project Group have also met with the NDIS Review Secretariat and recognise important connections between their work and this project. The Project Group will continue to work closely with them to inform this project.
    • The Project Group will continue to update key stakeholders as work progresses.
    • Going forward, key messaging on the work of the Project Group will be made available through a webpage hosted by the Department of Health and Aged Care. Further information on this webpage will be distributed to you once the page has been published.

     

    Issues Brief - 'Prioritising carers' health and wellbeing in healthcare'

    The Australian Healthcare and Hospitals Association has released an Issues Brief examining the pressures carers are under, the limited support currently available and how clinicians and our health system can best safeguard their health and wellbeing. The report recommends that expansions to existing systems and healthcare standards and principles can be made to include carers as separate consumers, to identify their areas of need and to guide government allocation of fundings and services.

    ACTCOSS ACT 2023 Cost of Living Report

    The ACT Council of Social Service (ACTCOSS) released their 2023 ACT Cost of Living Report on Friday 22 June. The report finds that living costs are their highest in 20 years, and that women are disproportionately affected by the increased costs.

    BEING Mental Health Consumers Insights into Treatment Survey Report

    The survey results of the BEING - Mental Health Consumers Insights into Treatment have revealed that half of the mental health consumers who visit emergency departments or are admitted to inpatient units in NSW reported benefitting from the treatment. The other half stated that their condition either did not improve or had even worsened after receiving treatment.

    Community survey: Co-Creating Safe Spaces
    Project

    The Co-Creating Safe Spaces project, led by a team of lived experience researchers based at the Australian National University, are seeking people from the community to fill in an anonymous online survey. The survey invites people to share their insights on services and support for people experiencing emotional distress and/or suicidal crisis. Anyone over 16 years is welcome to contribute, whether or not they have heard about or used safe spaces (including Safehaven)

    Mental health and stigma study survey

    The Australian College of Applied Profession are conducting a research study examining the relationship between faith/spirituality, shame, and mental health self-stigma. (HREC Approval number: 832140623).


    Participants who are over 18, live in Australia, are proficient in English, and have a mental health condition are encouraged to participate using this link. 


     

    Applications for the 2024 Young Carer Bursary Program are now OPEN!

    The Young Carer Bursary Program supports young carers to continue with their education and reduce their need to undertake paid work at the same time as their study and caring duties. The program offers 1,592 bursaries of $3,768 each year to assist with education needs and resources.


    We strongly encourage all young carers to apply. Applications will go to the Independent Assessment Panel for review after the closing date on 12 September 2023. If you require any assistance if filling out your application please call Carers ACT. Learn more about the Young Carer Bursary here.

    Wellcare Australia

    Wellcare Australia provides residential mental health services with the aim to build a community where all residents have access to services and support appropriate to their mental health and wellbeing needs. Wellcare Australia is now accepting NDIS participants who require 1:1, 1:2, 1:3 and 1:4, 24/7 SIL support to their recovery group homes across ACT.
