MHCV Team Update


Hi valued carers, 

We hope this voicemail finds you well and safe. It’s been a month of numerous holidays (which we aren’t complaining about). With far less working days, it’s also been another eventful month at Mental Health Carers Voice. We've been putting in a lot of effort to make sure that the voices of mental health carers are heard on some critical issues - from pivotal legislation and media attention to territory budgets. Here are some of the highlights from April:

  • We hosted a consultation with carers and the Office of the Chief Psychiatrist regarding the proposed amendments to the Mental Health Act 2015 (ACT). This was an important opportunity for carers to provide feedback on the proposed changes and to ensure that their voices were heard.

  • We provided a submission to the ACT 2023-24 budget, advocating for a dual diagnosis ward and increased funding for mental health respite services. Read more about the submission below.

  • We published a media release alongside Carers ACT regarding the Dhulwa secure mental health ward’s privacy breach incident. We are deeply concerned about this incident and are committed to ensuring that the privacy of consumers and carers are protected.

  • We assisted Carers ACT CEO and Manager of Policy and Advocacy in preparations for their meeting with the Minister of Mental Health and CEO of CHS regarding the Dhulwa incident. We will continue to work with carers to ensure that their concerns are heard in this space.

    National Universal Aftercare Co-Design Workshop for Canberra

    The Federal Department of Health have engaged Roses in the Ocean and Folk to facilitate a national co-design process to develop National Best Practice Guidelines for the enhancement and establishment of postvention, aftercare and distress brief support services. This co-design supports the significant investment in suicide prevention activities, co-funded by the Commonwealth, State and Territory Governments, as outlined in the each of the bi-lateral agreements. The process will run across the country from March 2023 through to 30 June 2023.


    ACT workshop

    The ACT face to face Workshop (for Aftercare) will take place on Tuesday 9 May 2023 from 9am-3pm. The venue will soon be confirmed and communicated to those who express their interest.     Remuneration

    Paid participation for people with a lived experience of suicide is $430 for full day face-to-face sessions (6hrs), and $258 for online sessions (3hrs). Materials to support participation will be shared prior to the sessions. Roses in the Ocean are looking for 15 people in each session, with an opportunity for broader (unpaid) participation through a survey.

    ACT 2023-24 Budget Submission from MHCV

    MHCV has put in budget submission to the ACT government for the 2023-2024 fiscal year. The submission included a proposal for a dual diagnosis ward at the upcoming Northside hospital, as well as a call for increased funding for mental health respite services. Ultimately, MHCV - alongside Carers ACT - are asking that the Treasury consider the principles of the Carers Recognition Act 2021 (ACT) and the impact on carers in all proposed investment packages.

    National Mental Health Commission Internal Investigation 

    The Minister Mark Butler (Health and Aged Care) has emphasised the National Mental Health Commission's crucial role in implementing the Government's mental health and suicide prevention reforms. In order to maintain the Government's and the public's trust in the Commission, an independent investigation has been launched to address the allegations and issues that have recently surfaced in the media. The CEO of the National Mental Health Commission has stepped aside while the investigation occurs.

    Carer Payment Increase

    Following the March indexation, the maximum rate of Carer Payment has increased to $1,064 a fortnight for a single person (including Pension Supplement and Energy Supplement) and $1,604 for a couple. If you receive the Carer Payment, the increase will happen automatically; you do not need to take any action.


    However, the Carer Allowance has not changed, as it is indexed on 1 January each year to the Consumer Price Index. The current rate of Carer Allowance remains at $144.80 a fortnight. The next indexation of income support payments is scheduled for 20 September 2023.

    Increased Employment Assistance Funding for Disability and Mental Health Conditions

    The Federal government has announced additional funding for the Employment Assistance Fund. This funding provides financial help to individuals with disabilities and mental health conditions, as well as employers looking to purchase work-related modifications, equipment, Auslan services, and workplace assistance and support services.

    Person-Centred and Consumer Directed Mental Health Care

    The Mental Health and Suicide Prevention Research and Education Group recently published a report on the understanding and experience of person-centred care and consumer directed care in Australia's mental health and suicide prevention systems. The report, which was funded by the National Mental Health Commission, involved collaboration with consumers, carers, practitioners, and policy makers to identify key themes, tensions, and possibilities related to these care concepts.

    Parents and Carers Experiences of Eating Disorders

    An Australia-wide survey of parents and carers of children (under 18 years) experiencing eating disorders has found an urgent need for parent/carer supports. Research has revealed that parents and carers are being increasingly impacted by rising cases of eating disorder among young people. Senior Research Fellow at Flinders University and Clinic Director of Advanced Psychology Services Dr Wilksch has noted that the Australian research clearly shows the need for an increased focus on supporting initial symptom detection; improving primary care and treatment experiences; and, increasing the number of skilled ED treatment providers. The findings are now published in a special report in the International Journal of Eating Disorders.

    Review of Laws Protecting Vulnerable Canberrans

    The ACT Government is seeking feedback on the new offences added by the Crimes (Offences Against Vulnerable People) Legislation Amendment Bil 2020. The offences apply to both institutions and individuals who provide care to vulnerable adults, including carers and family members.

    ReachOut Parents/Carers Research

    ReachOut is conducting a survey to gain insight into the concerns and challenges faced by parents and carers regarding the mental health and wellbeing of young people. For more information on the survey, visit the ReachOut website.


    Participating in this survey will help services gain a better understanding of your concerns as a carer, and will also enable ReachOut and other services to better serve and support young people and their parents/carers.

    Black Dog Insitute Research into Youth Self-Harm Behaviours

    The Black Dog Institute is inviting parents and carers who have a child (aged 5 to 18 years) who has begun to self-harm in the past 12-months to participate in an online survey and optional interview conducted by researchers at Black Dog Institute. This study will assist in better understanding how self-harm behaviours begin to emerge in children and adolescents and help inform priority actions needed to prevent and protect against self-harm onset in Australia’s young people.

    National Autism Strategy Initial Survey

    In 2022, the Australian Government announced the development of a National Autism Strategy.


    Autism CRC is conducting a survey to gather early advice from the autistic and autism community to inform the strategy. The survey will help identify key themes and issues that should be considered in the strategy's development. Your views and experiences are valuable and can be shared by completing the survey, which takes about 30 minutes to complete.

    Carers Australia seeking input on applying for the Carer Payment and Carer Allowance

    Carers Australia is working with Services Australia to identify and address any issues that carers may encounter while applying for the carer payment and carer allowance. To ensure carers voices are appropriately represented in these advocacy efforts, Carers Australia is seeking input from carers who are either receiving these payments or in the process of applying for them.

    Your Space – Invitation to Open Day Sunday 30 April 2023

    • Are you looking for a short break from your caring responsibilities?
    • Need a safe, caring and engaging space for the person you care for with mental ill health ? 

    Carers ACT and Woden Community Service (WCS) have brought together their expertise to design a pilot service Your Space - a safe engaging space for people 16 years and over experiencing mental ill-health to connect with their peers in a social setting.  


    Based in Woden, Your Space offers a safe and supervised space for a variety of free structured and unstructured activities weekly. Activities are overseen by friendly and trained support workers, with the number of attendees capped to provide quality one-on-one time.   


    On Sunday 30 April 2023 from 11.30am and 2.30pm, carers and the person you care for are invited to pop in to have a look around Your Space over a cuppa.     Carers Australia has collaborated with Advance Care Planning Australia, and Australian Digital Health Agency to deliver an informative webinar featuring a panel of experts talking about advance care planning

    Women's Return to Work Program

    The ACT Office for Women is providing grants of up to $1,000* and can connect you with a mentor to support you on your pathway to employment.

    Grants can be used for:

    • education and training fees;
    • educational expenses like textbooks, computers/software and transport to courses/study; or
    • work-related expenses like clothing, shoes, equipment, and childcare.

    ‘Ending Loneliness Together’ Directory

    It is estimated that 5 million Australians feel lonely at any given time. Carers report having experienced loneliness more often than the general Australian population. Unfortunately, ignoring loneliness and not having the right avenues for connection can lead to poor health and increased levels of psychological distress.


    Ending Loneliness Together has developed Australia’s first national online directory enabling people experiencing loneliness and their support networks to easily find and connect with groups, organisations and services providing opportunities for connection. The search functionality means you can filter based on your role, preferred service type and geographic location, so that results are accessible and tailored to your needs.
